In 2018, upon the recommendation of environmental prosecutor's office of East Kazakhstan Region, the State Revenue Office in Ust-Kamenogorsk performed an in-house review of Ulba Metallurgical Plant (UMP) tax reporting, based on the results of which SRO found violations in terms of underestimation of charges for environmental emissions.

 UMP has voluntarily executed the judicial acts and paid 399.68 million tenge to the state budget in May 2019.

 The unintentional underestimation by UMP of charges for environmental emissions occurred due to differing interpretations of paragraph 6, Article 495 of the Tax Code of the Republic of Kazakhstan of 2008 relating to calculation of the rates of charges for environmental emissions for metallurgical treatment sludges.

 It should be noted that UMP is a city-forming enterprise with 4,315 employees, which makes a significant contribution to the development of the region and annually pays taxes to the state budget in the amount of more than 5 bln tenge. Specifically, in 2018, UMP transferred 5 bln 4 mln tenge to the budget, and for 9 months of 2019 - 3 bln 989 mln tenge.
